HUD's Active Partners Performance System (APPS) allows for the electronic submission of Previous Participation Certification Form HUD-2530 on HUD's Secure Systems Internet site. All potential bidders registering for the first time in APPS should do so at least two weeks prior to the sale. Be advised that after registration in these systems, it takes approximately two weeks to receive the User/Coordinator ID. It is suggested that potential bidders register in these systems prior to the sale date. Please note that registration is not mandatory for bidding at the sale. However, bidders must comply with registration and 2530 requirements as outlined in the bid kit. Registration to use HUD's APPS and Secure Systems is a multi-step process. You will need to follow the Instructions for registering for both "Secure Systems" and APPS on the Active Partners Performance System (APPS) web site in order to login to APPS through Secure Systems. NOTICE: On June 15, 2007, the President signed the Preservation Approval Process Improvement Act of 2007, which, among other things, allows a participant the option to file the required Previous Participation Certification (aka Form HUD-2530) in digital (electronic) or paper format. Effective October 31, 2009, eligibility for the elementary school (K-5) Certificate of Eligibility or instructional area Certificate of Eligibility requires candidates to demonstrate knowledge of basic pedagogical skills appropriate to the area of endorsement prior to the issuance of a certificate. The requirement may be met through successful completion of a minimum of 24 hours of study offered through a state-approved provider or through approved coursework at a NJ State-approved college as documented on a transcript. You will need to submit the “Certificate of Completion” once the 24 hours are completed. (Exceptions: Holders of a CEAS, provisional, or standard certificate in another instructional area are exempt from this requirement.)

Blowing Rock Realty

Rob and his wife Dell have been residents of this mountain community for over 18 years, raising 3 children and tending a small farm and orchard in the Blackberry Community. Extensive organic gardens, pressing cider, and lots of dog and cat "critters" keep Rob and Dell busy. When time allows, Rob is hunting, fishing, and paddling the pristine waters of our mountain region. Rob is also a dedicated member of Blowing Rock Fire and Rescue and is currently serving as President of the organization and assuming both EMT and Firefighter roles in the department.
